Short Description: This ongoing proposal requests funding for the operation and maintenance of the Powerdale Dam Fish Trap, rearing of Hood River origin steelhead at Oak Springs Hatchery, and rearing of spring Chinook at Pelton Ladder associated with the HRPP.

Stream The Powerdale Dam Fish Facility (PDFF) is locaterd at Powerdale Dam (river mile 4.0) on the Hood River. The Dam in conjuction with the PDFF form a barrier to upstream fish passage. All upstream migrant fish are redirected into the PDFF where they are individually sampled. BPA 198805307 Hood R Prod O&M - WS/ODFW This project is implemented by the CTWS to operate and maintain the Parkdale Fish Facility, which includes adult broodstock holding, spawning, and a portion of the acclimation activities. The PFF recieves adult summer and winter steelhead and spring Chinook from the Powerdale Fish Trap (ODFW). All broodstock are held and spawned at the PFF. The fertilized steelhead eggs are shipped out green to Oak Springs Hatchery. Spring Chinook eggs are incubated until they reach the swim-up fry stage and are then shipped to Round Butte Hatchery. A portion of the winter steelhead and spring Chinook smolts are held at PFF for acclimation prior to volitional release into the Middle Fork Hood River.
BPA 199802100 Hood River Fish Habitat This project works with local and regional partners to conduct habitat restoration work and monitor it with implementation type parameters and long-term biological parameters. Most of the actions within this contract receive cost sharing funding from a variety of sources. This work aids in developing prioritites for habitat restoration that uses a watershed approach to ecosystem recovery.
BPA 199902400 Bull Trout Assessment Col Gorg This project will recieve extensive biological and PIT tag data collected from bull trout in the Hood River subbasin, at the Powerdale Fish Trap and multiple juvenille screw traps. This information will be used to assist with research on bull trout life history patterns.
BPA 200305400 Repro of Steelhead In Hood Riv Oregon State University implements this contract, which consists of genetic analysis and pedigree study of anandromous and resident fish in the Hood River subbasin. Data from this project provides critial infromation to insure the supplementation program does not adversely affect the genetic integrity of the naturally producing steelhead.

Produce Hatchery Fish Trap/Collect/Hold/Transport Fish Fish will be collected on a set broodstock collection schedule designed to allow fish to be collected throughout temporal distribution of the run. Broodstock will not be collected for any specific photypic characteristics, other that characteristics that identify them as belonging to a paricular ecotype. Fish will be transported to the Parkdale facility on a daily basis as they are collected, in a portable transportation tank supplemented with oxygen and water circulation pumps. There will be a transport of hatchery fish in excess of escapement needs, back to the mouth of Hood River for release. Hatchery fish that return to Powerdale after being transported to the mouth on three occasions, will be outplanted to designated standing waters in the Hood River Basin. 10/1/2006 9/30/2007 $61,708

Produce Annual Report Annual Report of Operations and Findings for the Powerdale Fish Facility The annual report will summarize data collected on this project and on the Oak Springs contract under BPA project #1988-053-08. We will prepare and finalize the FY 2005 annual progress report in FY2006 and finalize the FY 2007 annual progress report in 2007. The disjunt between both the Fiscal Year report writing, and when the data is actually collected, occurs because both the field sampling season and the salmonid run years overlap federal fisccal years. It will be necessary at times to work concurrently on annual progress reports tor two Fiscal Years in order to complete the appropriate run, brood, and calendar year summaries included in each annual report. Contingent on pathology and genetic clearance, after shock and inventory, all family groups will be combined onto one common group for each egg take. Collect/Generate/Validate Field and Lab Data Determine the Ecotype (Race) of Summer and Winter Steelhead Collected for Broodstock Using Genetic Markers A portion of the scales collected for age analysis from steelhead to be used for broodstock will be supplied to the U.S. Fish and Wildlife Servie Conservation Genetics Laboratory for genetic analysis to determinethe ecotype (race) of the individual fish collected. Rapid response results based upon microsatellite genitic marker from the laboratory analysis will be used in determining the ecotype (summer run ys. witer run) of steelhead colleted for broodstock. This information is critical in reducing the risk of hatchery supplementation on wild populations, and assist with the management decision on which fish to utilize for inclusion into the broodstock. 10/1/2006 9/30/2009 $75,421

$622,595 $ 0 Powerdale Dam is slated for decommissioning beginning in 2010. The Powerdale Dam Fish Trap will be inoperable following dam removal in 2011.
Future Operations & Maintenance Costs
The feasibility of potential future trapping sites is currently unknown in the Hood River Subbasin. Basin co-managers along with BPA recently submitted an RFP to investigate potential future alternative trapping sites foolowing the removal of Powerdale Dam.

Unforseen Basin co-managers have not yet developed a termination date for the HRPP.

NPCC Comments: The proposal adequately describes an ongoing O&M project. The project interrelationships in a complex project system are laid out nicely, and it is well tied into subbasin plans and activities.

Reviewers noted one apparent discrepancy: one task is to incubate and rear and approximately 165,000 Deschutes/Hood River stock spring Chinook eggs at the Round Butte Fish Hatchery/ Pelton Ladder to produce 125,000 smolts. However, the ODFW Parkdale proposal 198805315 indicates that because of fish health problems production might be moved to Parkdale and reduced to 75,000. Other than that, and the work in progress to relocate the trapping facility now at Powerdale, proposed work for this funding cycle, appears routine.
