Short Description: The Nez Perce Tribe goal is to restore coho salmon to the Clearwater subbasin measured by 14,000 adults at Lower Granite Dam annually. This proposal is for completing the Step planning process and construction based on the 2004 Master Plan.
Information Transfer: The Tribe will comply with BPA's quarterly and annual reporting process. Since this is a planning exercise subject to the NPCC Step process, progress reports will occur based issue papers by the Council at each Step level. Project updates can be posted on the Tribal website (www.nezperce.org/~dfrm) on this project. A master plan is currently completed and submitted to both BPA and the Council but was withheld from the Step process pending the upcoming '07proposals and is hereby submitted as a proposal.

Future expansion of NPTH (should Phase II of the proposed coho program be implemented) would provide coho incubation and rearing.
BPA 198335003 Nez Perce Tribal Hatchery M&E This project has been developed to monitor the results of NPTH Chinook salmon supplementation in order to optimize hatchery and natural production, sustain harvest, and minimize ecological impacts. Weirs and screw traps operated by the NPTH RM&E program would be used to monitor juvenile coho emigration and adult returns.

Identification of coho naturalized populations will be assisted by this project.
BPA 199604000 Coho Restoration Mid-Columbia This is an information exchange relationship, most notably in the areas of broodstock development, juvenile release characteristics, predation data, and competition data. Results from the Mid-Columbia Coho Restoration program have helped focus the current supplementation and RM & E projects' efforts in the Clearwater River, as well as assisted in developing the Clearwater River Coho Salmon Master Plan.
BPA 199607702 Lolo Creek Watershed This project includes several habitat improvement components including road obliteration, channel realignment, channel re-vegetation, riparian fencing, and off sight watering development. This habitat/watershed project will improve coho salmon spawning and rearing habitat in one of the primary tributaries identified for coho restoration.
BPA 199607705 Restore Mccomas Meadows This habitat/watershed project will improve coho salmon spawning and rearing habitat in one of the tributaries identified for coho restoration. The project will restore the natural waterflow system in the meadow. Approximately 1-mile of ditch will be reshaped to match the natural topography of the hillsides and restore hydrologic processes in the meadow. Included with this restoration will be treatment of invasive or exotic weeds.

BPA 199901500 Big Canyon Fish Habitat This habitat/watershed project will improve coho salmon spawning and rearing habitat in one of the watersheds currently accessed by coho for natural production. This project implements agricultural and fish habitat Best Management Practices in the Big Canyon wateshed with the goals of reducing sediment and nutrient delivery, improving water retention in uplands, reducing stream temperature, and restoring riparian function.
BPA 199901600 Protect/Restore Big Canyon Cr. This project will improve coho salmon spawning and rearing habitat in one of the watersheds currently accessed by coho for natural production. This project will protect, restore and return critical spawning and rearing habitat using a ridge top to ridge top approach, based on a completed watershed assessment.
BPA 199901700 Rehabilitate Lapwai Creek This project includes several habitat improvement components including channel re-vegetation, riparian fencing, and culvert assessment/replacement. This habitat/watershed project will improve coho salmon spawning and rearing habitat in one of the primary watersheds identified for coho production releases.
PCSRF - CRITFC 2000-1-03 Coho Salmon Monitoring and Eva This project was developed to monitor the results of Nez Perce Tribe's Clearwater Coho Restoration Project in order to optimize hatchery and natural production, sustain harvest, and minimize ecological impacts. Weirs were used to monitor adult returns and screw traps operated by the Nez Perce Tribal Hatchery RM&E program were used to monitor juvenile coho emigration. Preliminary results from this project have contributed to the development of the Nez Perce Tribe Clearwater River Coho Salmon Master Plan. This proposal is based on recommendations from that Master Plan.
PCSRF - CRITFC 2001-1-03 Coho Salmon Production in the This project continued the effort of reintroducing coho salmon in the Clearwater River. Coho salmon reintroduction was initiated in 1995 by the Nez Perce Tribe with the release of 630,000 coho salmon parr into five streams. Coho salmon supplementation activities have continued through 2005 with the release of eggs, parr, pre-smolts, and smolts into the Clearwater River Subbasin. Coho salmon supplementation in 2001 included smolts transferred from Lower Columbia River hatcheries, and both smolts and parr reared within the Clearwater River Subbasin. Preliminary results from this project have contributed to the development of the Nez Perce Tribe Clearwater River Coho Salmon Master Plan. This proposal is based on recommendations from that Master Plan.

Future Operations & Maintenance Costs
Estimates were developed for O&M and M&E expenditures during the development of the Clearwater Coho Master Plan. Figures given in the outyear funding section of the master plan were estimated for 2006. These estimates given here were derived by increasing the total by 3% annually.
 
Termination Date Comments
Uncertain Project implementation is contingent upon acceptance and advancement through the Step process. If project proposal fails a Step review, it will result in termination. Implementation of the Clearwater Coho Restoration O&M/M&E programs would normally occur for a period of 25 years, unless a M&E trigger recommends termination.
 
Final Deliverables
Completion/acceptance of the project through the NPCC Step review. Construction of two satellite acclimation facilities. Implementation of the restoration program in 2010.
